Individuals who wish to appeal a parking citation for violation of SVSU ordinances must complete and submit the SVSU Parking Citation Appeal Form no later than ten (10) calendar days from the issuance date of the citation.

This information may also be submitted via email to, in person or by mail to:

Parking Services/University Police
Saginaw Valley State University
University Center, MI 48710

A response to the appeal will be sent via email or mail within five business days from the appeal receipt date.

Upon receipt of an appeal, Parking Services may ask for additional information which would substantiate the reason(s) for the appeal. Parking Services/University Police is the only University department authorized to grant an appeal.

If an appeal is denied by Parking Services, you may proceed with an appeal to the 70th District Court of Saginaw County which requires the Ordinance Violation Appeal Form (1,662KB) be completed, signed and submitted to SVSU Parking Services within ten (10) days of the date of the citation for processing.

If you decline to appeal or refuse to pay the fine within 10 calendar days, the violation may be forwarded to the 70th District Court of Saginaw County as past due. You may, as a result, be responsible for an increased fine and additional court costs.

Payment of citation fines can be completed on-line or in-person at Parking Services or Campus Financial Services Center.
