President of Taiwanese University to Deliver SVSU Commencement Address

The president of Shih Hsin University, Paul Tzung Tsann Mu, will speak to Saginaw Valley State University students participating in Commencement exercises Friday, Dec. 15 at 7:30 p.m. in O’Neill Arena. A sister university to SVSU, Shih Hsin is one of Taiwan’s oldest institutions of higher learning.

The graduating class consists of 409 individuals expected to complete degree requirements who have indicated that they intend to don regalia and march in the ceremony. In all, 498 students are expected to graduate, including 413 who will receive bachelor’s degrees, 77 who will receive master’s degrees, and eight who will receive education specialist degrees.

As is tradition, SVSU President Eric R. Gilbertson will congratulate each graduate as he or she crosses the stage.

Dr. Paul Tzung Tsann Mu was installed as president of Shih Hsin University in 2001. Founded nearly 50 years ago, SHU is one of Taiwan’s oldest institutions of higher learning. It has some 50,000 alumni and is considered by many to be the preeminent school of journalism in Taiwan.

Prior to his appointment at SHU, Mu was named founding president of National Dong Hwa University, which was formally inaugurated in July 1994. He served in that post for seven years. Mu earned a Bachelor of Arts from National Taiwan University; a Master of Arts from the University of Nevada; and a Ph.D. from the University of California-Davis. All three degrees were in economics.

Mu is one of the few Taiwanese educators who has higher education experience in both the U.S. and Taiwan. He has been frequently called upon by the Executive Yuan and the Ministry of Education to serve on task forces and committees related to higher education.

In addition to teaching and administrative assignments, Dr. Mu has published extensively in economics related journals and books, including the Western Economic Journal, the Journal of Regional Science, the Giornale Legal Economist, Industry of Free China, and the Journal of International Management. In recent years, Mu has written articles on faculty ethics, academic freedom, and university governance. He is regularly invited to give public speeches both in Taiwan and abroad.

On September 2, 2004, Dr. Mu was invited by Taiwan President Chen Sui-Ben to present a speech on higher education reform at the presidential palace. The audience included the president, the vice president, senior military officials, and ministers of the Taiwanese government.
