Cecchini - Police Chief Chief Michael Cecchini is the 10th Police Chief for the City of Bay City Police Dept. and was hired in 2006 after his retirement from the Phoenix Police Dept. During his 20 year career in Phoenix, he held assignments in the Patrol Division, Planning and Research Bureau, Internal Affairs Division, Office of the Police Chief and was the commanding officer of the Ahwatukee-Foothills Substation. He has a Bachelor of Science Degree from Arizona State University, a Masters in Education from Northern Arizona University and is a graduate of Arizona State University’s Advanced Public Executive Program where he received the designation of Certified Public Manager. Chief Cecchini is an active member in our community and is involved with many community organizations. |
![]() | Thomas L. Hickner – Bay County Executive Is currently a Bay County Executive. Tom has a MBA from Western Michigan University, and a BA in Political Science from Michigan State University. Mr. Hickner is serving on the following committees; Governor’s Task Force on Local Govt. Services & Fiscal Stability, Governor’s Council for Labor & Economic Growth, Board of Directors, National Bone Marrow Transplant Link, Board of Directors, ArtServe Michigan, Board of Directors and many others. |

Her duties also include economic and community development. Horn has a Bachelors Degree in Public Administration from Concordia College. Horn has an extensive history of community involvement. Horn is married to 94th District State Representative Kenneth B. Horn and has two college-age children. |

Director – Center for Business & Economic Development - SVSU The Executive Director of the Center for Business & Economic Development is responsible for six areas at SVSU: Independent Testing Laboratory, Center for Rapid Prototyping & Innovation, Center for Manufacturing Improvement, Osher Lifelong Learning Institute, Office of Continuing Education, and the Saginaw Valley Research & Development Corporation. CBED is the connection between the University and the community, providing business and community leaders with ready access to the expertise and resources of faculty and students. |
![]() | Eric Lupher – Director of Local Affairs, Citizens Research Council of Michigan Eric Lupher has been with the Citizens Research Council of Michigan since 1987, the first two years as an intern in the Lent Upson-Loren Miller Fellowship Program, and since then as a research associate and Director of Local Affairs. During this span, he has done studies on a number of different state and local government policy issues. Eric Lupher received a Bachelor of Arts from James Madison College at Michigan State University and a Masters of Public Administration from Wayne State University. |

Mrs. Reyes earned her BA and MBA from SVSU and her background includes: Human Resource Management & Development, Project Development & Implementation, Organizational Development & Management, Research, Policy & Procedure Development, Budgeting & Financial Management, Benefit Coordination and Administration, Leadership & Supervisory Development, Training and Staff Development Facilitating & Coordinating, Labor Relations and Negotiations. |
![]() | Christopher Shannon, Bay City Commissioner Christopher Shannon currently serves as the president of the Bay City Commission and has served local government for four years. An alumnus of SVSU, Shannon is currently completing the first class of the Michigan Certified Public Manager program and played an integral part in bringing the nationally accredited program to Michigan. He also serves many local community development groups including; Vice chair of Bay Future Inc., Advisory board of Bay Area Salvation Army, and the Bay Art’s Council. Shannon also works as a Business Solutions Professional in workforce development with Great Lakes Bay Regional Michigan Works! |

The College of Business & Management offers seven undergraduate majors: Accounting, Economics, Finance, Management, Marketing, International Business, and General Business. In addition, the College offers a Masters in Business Administration (MBA).
